The NAVICPmart Web site represents a product of a service contract between the Naval Inventory Control Point (NAVICP) and Technical Communities, Inc., dba TestMart. NAVICP in Mechanicsburg, PA has negotiated a series of Requirements contracts with test and measurement manufacturers for significant savings (Up to 70%) from the normal manufacturer's list price. These contracts are pre-negotiated and comply with the Competition in Contracting Act (CICA). All US military services, federal government agencies and authorized government contractors can take advantage of the savings on the entire suite of products. All NAVICP-Mechanicsburg contracts are competed in accordance with the Competition in Contracting Act (CICA). The contracts are a result of government solicitations issued under CICA requirements with competitive item descriptions; all potential sources (small and large firms) have an opportunity to submit an offer. The NAVICP contracts represent equipments that have been bid sample tested by an approved government engineering activity for the best value product. TestMart has been awarded contract # N00104-01-D-X407 to build and operate this online marketplace for NAVICP.
NAVICPmart is operated by TestMart for NAVICP. TestMart is classified as a "Small Business" concern per 13 CFR 121 and is authorized to present information, transmit orders and manage order fulfillment for NAVICP under Contract N00104-01-D-X407.
