Overview
The DoD's Naval Inventory Control Point (NAVICP), Mechanicsburg, PA has negotiated a series of Requirements contracts with Test & Measurement manufacturers for significant savings (Up to 70%) from the normal manufacturer's list price. These contracts are pre-negotiated and comply with the Competition in Contracting Act (CICA). All US military services, federal government agencies and authorized government contractors can take advantage of the savings on the entire suite of products. Technical Communities, Inc. has been awarded contract number N00104-01-D-X407 to build and operate this online marketplace as NAVICP's agent.

User Requirements
NAVICPmart is a restricted DoD Web Marketplace. Use is limited to (a) US Government Organizations and Agencies, their employees and contractors, (b) US Military Services, their Uniformed Service Personnel, Civilian Employees and contractors, (c) Authorized Commercial Contractors and their employees in support of valid US Government Contracts. User IDs and passwords will only be issued to approved individuals possessing a valid US Government or Military Email address, individuals approved for access by an authorized US Government or Military Agency or Command or individuals from US Government or Military Contractors approved for access by an authorized US Government or Military Agency or Command.

Use by DoD and Federal Government Agencies
Employees of US military services and federal government agencies are eligible for discounts of up to 70% on the purchase of NAVICP contract products. In order to qualify for this benefit, employees must register using a *.gov or *.mil e-mail address. As a government employee, you can purchase products online using MILSTRIP, credit card, or purchase order. All military services and DoD agencies are authorized to purchase NAVICP contract products from NAVICPmart.com per Federal Acquisition Regulation (FAR) part 8.002, Priorities for use of Government supply sources, paragraph (a) (1) (v). NAVICP is the Primary Inventory Control Agency (PICA) for these items and has issued controlling National Stock Numbers (NSN) and has negotiated Requirements contracts for all NSNs listed. Using a DD1155 Form
DOD agencies may make procurements against the existing IDIQ contracts by placing a delivery order against contract N00104-01-D-X407 for the specific item(s) desired. As referenced by DFAR 216.505 Indefinite-Delivery Contracts, Ordering, place a delivery order by completing a DD1155 Form "Order for Supplies or Services" according to the DFAR instructions at 253.213-70, "Instructions for Completing DD Form 1155" ( see Sample Completed DD 1155) or by using any other standard US Government procurement form including government IMPAC cards or other commercial credit cards.

US Federal and authorized State Government Agencies may place delivery orders by using their standard agency forms including the SF1449 or other like vehicle or by using any other standard US Government procurement form including government IMPAC cards or other commercial credit cards.

Use by Federal Government Contractors
Federal government contractors are eligible for discounts of up to 70% on the purchase of NAVICP contract products. In order to qualify for this benefit, contractors must be performing on a current valid DoD contract and provide an active contract number, the Procurement Contracting Officer (PCO), and the PCO's e-mail address. The PCO will be notified and will have the authority to deny your government contractor status. Regarding specific contractor facility eligibility, those facilities are eligible to purchase from your long-term contracts through NAVICPmart when the majority of that facility's work is against valid contracts and the equipment will be used in support of those contracts. Contract support includes design, development, engineering, QA, direct production, service, facility calibration support, facility infrastructure support and like uses. Products purchased do not have to be part of a deliverable to the DoD or a government agency. Contractor to provide contract numbers and PCO information for contracts covering that facility. Be aware that notification of any orders placed will be transmitted to the PCO who will have the authority to deny the order if your contracts are not valid.

NAVICP products offered for sale on NAVICPmart and identified or marked as "ICP" products, can only be purchased for use on, in pursuit of or in support of US government or US military contracts. Further, during the period of the products' useful life, such products used as indirect support equipment may not be resold. Products purchased for use a direct support material or as a deliverable on the qualifying contract may only be resold to a US government agency, US military command or to a US commercial entity using them in support of valid US government or US military contracts. The initial purchaser has the responsibility to adhere to these terms.

Website Registration Requirements
Users must register and receive a password to login and see prices and to purchase products at NAVICPmart. Once registered, you will be able to take advantage of the great prices offered. Government employees and military personnel are automatically authorized at time of registration. Government contractors will be subject to approval by their cognizant contracting officer of the particular contract they are supporting. Small Business Order Credit
Small business credit can be taken for orders placed with NAVICPmart via IMPAC/purchase/credit card, purchase orders and project orders for all NAVICPmart distribution or representative products. Small business credit may also be taken for NAVICP contract products manufactured by vendors registered with the Small Business Administration (SBA) as a small business. All eligible products are marked with the following statement at the time of purchase. " Small business credit may be taken for the purchase of this product. This product was manufactured or is sold by an authorized and registered "Small Business" concern."

Economy Act Application
According to the requirements of USC Title 31, II, Chapter 15, III, Section 1535, Economy Act, NAVICP contract products comply with the provisions that (i) ordered supplies are provided more conveniently and cheaply through NAVICPmart, (ii) NAVICPmart has unique test equipment experience and abilities and (iii) test equipment is within the scope of NAVICPmart's regular activities and contracting processes. Further, with regard to FAR subpart 17.500, Interagency Acquisitions Under the Economy Act, section (b), the specific statutory authority for these purchases is according to FAR 8.002 (a) (1) (v), Priorities for use of Government supply sources, Military Inventory Control Points. Therefore, a Determinations and Findings (D&F) is not required for contract product purchases.

Authorization and Priority to Purchase NAVICP Contract Products
Government Agencies and military commands are authorized to purchase NAVICP Contract Products according to FAR 8.002 (a) (1) (v), Priorities for use of Government supply sources, Military Inventory Control Points. Approved Government Contractors are authorized to purchase NAVICP Contract Products according to acquisition memo, "Approval of Class Deviations for Contractor Purchases" dated May 18, 2001 from the Executive Director, Acquisition and Business Management, Department of the Navy.

NAVICP Long-Term Best Value Products
NAVICP contract products (Best Value Products) offered for sale at NAVICPmart are available from existing pre-negotiated long-term government (US Navy) contracts. These products have been tested against a set of DoD specifications by NRL (Naval Research Laboratory) and have been found compliant in all respects. Each product offered for sale lists the applicable contract vehicle on its specification sheet. These contracts comply with the Competition in Contracting Act (CICA). All US military services, federal government agencies and authorized government contractors can take advantage of the savings on the entire suite of contract products. All NAVICP Mechanicsburg contracts are competed in accordance with the Competition in Contracting Act (CICA). The contracts are a result of government solicitations issued under CICA requirements with competitive item descriptions; all potential sources (small and large firms) have an opportunity to submit an offer. The NAVICP contracts represent equipments that have been bid sample tested by an approved government engineering activity for the best value product. NAVICP-contracted products are supplied pre-configured as per contract and typically cannot be reconfigured. All other products can be configured to suit your needs. NAVSEA Standard Products are those GPETE/TMDE items and Calibration Standards determined to be the approved standard models to support a given US Navy SCAT code. NAVSEA is responsible to ensure that all logistics items are in place to support these NAVSEA Standard Products. This includes support within the US Navy calibration and logistics system. Those NAVSEA activities supported by the US Navy GPETE/TMDE Calibration Standards program that procure a non-NAVSEA Standard Products from this website will be responsible to provide full logistics support for that product or to procure that support. Defense Working Capital Fund
NAVICP subject to and operates under the DWCF (Defense Working Capital Fund). This financial system requires a command "to" charge for the value-added services it provides. As such, NAVICP incorporates a recovery fee in the published purchase price of each NAVICP U.S. Government & Federal contractor discount product. The fee, which averages about 13%, covers the specification development process, bid-sample testing, documentation and logistics development, and long-term support of the product. This recovery fee is already incorporated in the published prices and no additional fees or charges will be added to prices published on this website. More information about the DWCF.

DoD Financial Management Regulations Regarding Recovery
The DoD Financial Management Regulations Volume 11A, Chapter 4 govern the calculation and collection of recovery. This chapter implements the DoD program under Title 31, United States Code, section 9701 and Office of Management and Budget (OMB) Circular No. A-25, "User Charges," to establish appropriate charges for authorized services provided by DoD organizations.

GSA MSA (Multiple Schedule Award) Products
GSA (General Services Administration) contract products offered for sale at NAVICPmart are available through GSA MAS (Multiple Award Schedule) contracts and comply with the Competition in Contracting Act (CICA). These GSA products are new commercial products with full manufacturers' warranty. They have not been subject to the NAVICP competitive testing or evaluation process, as have the NAVICP long-term contract products. Commercial Market Products
Commercial market products are NEW equipment available at prices negotiated by NAVICPMart to represent great value for money, but may not carry NSN. Pricing is not competed and products offered for sale are not CICA compliant.

Reconditioned Products
NAVICPmart also contains other products not affiliated with the Navy Inventory Control Point contracts or the GSA. These products include new commercial products and reconditioned items. New items are new commercial products with full manufacturers' warranty. Reconditioned items have been certified through a 21-point process to assure known condition and configuration. These reconditioned products have been restored to Federal Condition Code "A" with more than 6 months useful life and an end-user warranty. Reconditioned products include a six-month warranty, 5 day right of return, all original accessories and a fresh calibration certificate where applicable and are suitable for use in lifecycle support, but may not carry a NSN. The new and reconditioned products have not been subject to the NAVICP competitive testing or evaluation process, as have the NAVICP long-term contract

Logistics Database
NAVICPmart has a limited Logistics Database that will allow you to quickly identify the manufacturer, model number and Navy SCAT code associated with the NSN. The Logistics Database will also suggest alternative models with similar functionality. This directory is being constantly updated and expanded, so be certain to keep checking for new listings.

General Terms and Conditions
All prices are in US dollars. Products contracted by NAVICP are FOB Destination and prices include shipping costs. GSA products are FOB Destination and prices include shipping costs. Other products are FOB origin with shipment method specified by customer at time of order. Prices for these other items do not include shipping costs.

Acceptable payment methods are MILSTRIP for products contracted by NAVICP, commercial credit card (VISA, MasterCard, or American Express only), or Government Purchase Card (IMPAC), or Net 30 days on approved credit. Hardcopy purchase/project orders are required before an order can be processed.

All products ship in commercial packaging unless otherwise noted and will be suitably packaged for airfreight shipment.

Contract delivery time is indicated with each item on the products datasheet and is confirmed at time of order. Products contracted by NAVICP will ship via the manufacturer's preferred carriers as per contract. All other products are shipped via UPS ground unless otherwise specified by customer at time of order.

Title to NAVICP-contracted products and GSA products pass to the purchaser on delivery to destination. For all other products, title passes to the purchaser upon delivery of product to the freight forwarder.

Product Warranty Information
Warranties cover equipment failure only. These warranties do not include periodic recalibration. For notice of defects or non-conformance to specifications during the warranty period, the manufacturer will, at their option, repair (and recalibrate only as necessitated by repairs), or replace the affected equipment. Customer agrees to pay shipping expenses for equipment to and from the manufacturer's designated facility when warranty repairs are requested. All new equipment is shipped with the full Original Equipment Manufacturer's Warranty. Extended warranties are optionally provided at additional cost where offered by the manufacturer. Reconditioned and remanufactured equipment is shipped with the warranty offered for that specific item at the time of sale and confirmed by NAVICPmart at the time of order.

Government Efficiency Awards

Government Contracting Reporting Requirements
Government agencies that are part of the DOD and are procuring equipment through NAVICPmart are required to file the proper DD Form 1057(Feeder Form) and DD 350 Report of Contracting Action. The reporting function and procedure is the responsibility of the procuring activity.
